A theory
I can't remember who said it, but I remember reading in a review of Red Front, that after playing a full game of it, and taking Berlin, and winning the day, the end of the scenario seemed a bit... incomplete. LIke an empty victory.
Kobayashi has a way around this as seen in his scenarios: when you manage to take your enemy's capital city, the events trigger a "destroyaciv" command which gives you a decisive victory right there.
However, for WWII and red front, with Hitler's death and the taking of Berlin, it seems a little improper to destroy the germans right there. If I remember correctly, the germans fought on for two more weeks before surrendering. Surely that's worth a turn or so for you to try to grab as many other german cities as possible.
So here's my theory, when you want the capture of a city to trigger the civilization's destruction with some delay:
Upon capturing Berlin, the germans receive a tech. This tech will lead them to discover another tech, called "Germany Surrenders" or some such thing. The rules file is altered so the AI thinks this tech is very desirable, and also it doesn't cost that many beakers to build it (as they're sure to be low on cities). Upon discovery of this tech, the events displays the victory message, announces germany's surrender, thanks you for playing, and destroys the German civilization. Then, you have closure without it depending on the taking of one city only. You could even branch this out so they'd have to take several cities before the Germans could finally surrender.
Another theory would be that the capture of Berlin gives the Soviets a tech that could then open the way to researching "Germany Surrenders" which the player would have to select himself whenever he got bored with carving up Germany. It would work the same way.
Would this be possible?

Easy, just change the Ai Value (First Number for each tech) and make it as high as possible (8 or 9, don't remember)

I did something similar a few years ago with my first scenario, the War of 1812. http://csc.apolyton.net/scenarios/warmil.shtml
Once the United States (AI) researches a technology, "Peace of Ghent" the player has one turn to check his victory conditions before an event kills all civs.

This is even more practical in ToT where there is a "delay" event and "delayperflag."

Don't the early techs, like alphabet and bronze working, cost a lot less beakers to research than say, the laser and Space Flight?

Yes, each tech costs you more beakers than the one you found before! It doesn't matter what the tech is!
As you, most of the time, discover for instance "bronze working" before "the laser", it usually turns out alright!

Actually Red front already has an event like that.
After Berlin is captured the Germans get "military collapse" making ALL their units, apart from the Waffen SS, obsolete.
