I remember there was an issue like that at this time. I remember Infogrames had put a program at disposal when this kind of problem arises. You should go to Infogrames Spain site, and check what they suggest about it.
If, by any chance, you use a burned copy of Civ3, such a reaction is normal. Burned copies don't emulate the CD-ROM's secuurity, and use illegally modified Civ3.exe to work. If that's the case, your only solution is to do what you have to do.
