I think people who didn't get to name a city last game should go first (though I don't know if anyone in the current administration falls into that category).

Voted 1, but think that ALL suggested names should be voted on for approval in a poll and if less than 50% approve of the name the minister who suggested it should resubmit another suggestion. This would allow ministers to suggest names but safeguard against stupid names like "Big Twinkie City".

I never "named" a city in the last game, but a French city was not renamed on my behalf, sorta. I was also never an elected official, just a long-standing RG.
The problem with #1 is that it breaks down - officials forget to submit a name, the public isn't polled for names when it is their turn, new officials forget to use their right after the public gets into naming. Many things went awry with this approach last time.
So I voted for #3 - but I have a suggestion for how the list would be built. The City Name List would start with one submission from each elected official. Senators (citizens) may submit new names for the list, which must be approved by a senate poll before being placed on the list. Subsequent elected officials get to add an entry (if they wish) without having to pass a Senate poll.

Start with Presidents. In order from the first term to the last term, skipping duplicates.
When those are finished, Vice Presidents that were never Presidents. In the same order.
Then, D.M [new con]/ City Manager and Public Works [old con] that were neither Presidents nor VPs.
Followed by FAMs that weren't any of the above offices in order.
Next the SMC that weren't any of the above offices in order.
Followed by members of the Court that weren't any of the above offices in order.
Finally, Regional Governors that weren't above of the above offices in order.
If we actually run out of names for our cities using the above, then start naming proment people in the first game that never held office.

Other. Let people propose names on the Forum. Then, poll over it during turnchats. This will increase turnchat popularity.
A few sidenotes:
- Don't do this with crucial issues (I consider city naming non-crucial). Not everyone can attend turnchats.
- A government official should make sure all votes are counted properly, etc.
- Make sure the turnchats are held during hours in which everyone should be able to attend (considering night times; not considering RL issues). GMT 20:00 (=BST 21:00 = CET 22:00) should be fine: it's daylight in America, evening in Europe and morning in Australia/NZ.
