Probably PSP7. Are you converting the image from indexed colors to RGB mode? It looks like some of the colors are dropping out when the image is scaled and saved as a BMP.

Interesting thing I can't see SU's images just that green, red and blue bit in a ripped box image ( I am sure it has a name - indicating an image I can't see). I can see TKG's icons though.
