Basileus is a title, not a name, it means King, plain and simple. There were lots of Byzantine rulers calling themselves Basileus, like Konstantin, Andronikos, Isaakios (all of them with numbers I II III etc.) and others.

Sir Ralph speaks the truth.

610 - 642 was the reign of Herakleios.
By the way, I have to take back my remark. Searching for Byzantine emperors, I found that you are right and there was indeed an emperor Basileios II, ruling the empire 976 - 1025. So the word Basileios seems to be a name that later became a title, similar to Caesar or Augustus.
Here's the list of the emperors I found, even though you probably should leave it as it is.
Valens (364 - 378)
Theodosius I. (379 - 395)
Arcadius (395 - 408)
Theodosius II. (408 - 450)
Markian (450 - 457)
Leo I. (457 - 474)
Leo II. (474)
Zenon (474 - 475) 1. Regierungszeit
Basiliskos (475 - 476)
Zenon (476 - 491) 2. Regierungszeit
Anastasios I. (491 - 518)
Justin I. (518 - 527)
Justinian I. (527 - 565)
Justin II. (565 - 578)
Tiberios I. Konstantinos (578 - 582)
Maurikios (582 - 602)
Phokas (602 - 610)
Herakleios (610 - 641)
Konstantin III. (und Heraklonas) (641)

Well he is the Basileios in the mod. His nickname was the Bulgar slayer, because he captured Bulgaria back. Also Byzantium endured a small rennaisance during his rule afaik.

Basileus was a title in Hellenic Greece as well. I think it was a title that became a name, rather than a name that became a title.
