As far as I understand it, in order to do this they would have to creta a new layer to draw them or something like that. Basically the Min. req. would go through the roof and it's bad enough as it is.

My thoughts exactly. I mean, I, personally, haven't seen any elevated highways, except in interchanges. And I've been to Britain, and France. all of the freeways are ground ones.
WHICH REMINDS ME.... what of interchanges? that screenshot demonstrates a Main Road/Freeway interchange perfectly, but what of freeway/freeway interchanges?
Oh, and do my eyes fool me, or I can set one-way-only roads?

Where I live there's only a few one-way roads, and they're all only one-way roads because there just isn't room for two cars to pass each other... And I don't see this problem in games

It helps direct traffic into certain streets or areas. a single one-way road generally won't do any good, you would have to plan them out with a strategy to help cars avoid cloging up main streets and such.

Er, just theoretically speaking... I haven't actually played the game.
But, for instance, if you have a major roadway through your city, you can use some well placed one-way streets to reduce the amount of traffic at each intersection, and to push people onto less used side streets instead.

You could even make avenue's one way for large amounts of traffic.
Be carefull with one way's though, be sure then can get both to work and back home again  .
Better read up on a couple of threads about this as many people have been taken by surprise on this.

I've found ground highways to be very cumbersome in placement etc. What also annoys me is that 1) Overpass onrams are one tile longer than onramps, 2) You can't string one long road through your onramps, they are reserved tiles, 3) there are no cloverleave overpass onramps, and 4) You can't run trains under highways

God Damn You, Sim City 4
So I'm home sick today and I go to play a little SC4. I spend maybe an hour on the biggest, most sucessful city.
The C$$$/$$ demand has been dropping, so I go to build the disease research center. I need to buldoze some roads to make room. Just as I'm selecting the squares to raze, the "FIRE!" box jumps up and the screen snaps to the fire. The buldozer tool has selected about 1/2 of my city. Due to the fact that you have to close a popup to do anything else, I can't deselect those squares. My two choices are to quit and loose an hour of work or rebuild the millions of $ worth of city.
And people wonder why I want autosave.

 NEVER SELECT AUTO GO-TO DISASTER
That happened to me all the times in Simcity 2000, razing cities to the grond (but back then, demolition used to cost 1$ for tile, and rubble was self-cleaning)

What's the deal with the difficulty levels? I just got Rush Hour and started a new city on medium, assuming that was the same difficulty as before, but I seemed to be making a ton of easy money.  Is there that much of a difference between the difficulty levels? I know it doesn't matter in a game like Sim City, but it kind of irks me that not everyone is playing the same game anymore. The difficulty levels should just effect starting money.

Get more RAM, really, 512 is becoming the bare minimum
(buy 512 modules, makes it easier to upgrade and are currently cheaper the 2 X 256)
Go for the maxtor 160 GB, 8mb ram HD, best value for money ATM
FX5200 128 is DX8right? should be ok
Why not go for a DVD rom writer.
Budgets are a hassle aren't they
BTW: did you go for a new MB? if so check if it supports SATA drives. Not performance wise (yet) but easier to install (cables).
