The Spartan Federation
I will reserve this spot for my stats. I have some background stuff from before the war. Might be interesting to see where the Spartans are coming from. More will come when I get a little time on Monday.
Spartan Society
Military
Inside the Spartan Federation the military is the most important single institution. Every citizen in some way contributes to the overall makeup of the military machine.
Spartan Militia
This is the oldest Spartan institution. It's beginning can be traced back to the chaotic last days on the ill fated Unity. Colonel Santiago and a core following of supporters,the militia, liberated a colony pod for the purpose of ensuring humanities survival on this harsh and unforgiving world. During the first few years on planet, it was the Militia that was responsible for the day to day security for Sparta Command and was instrumental in the first scouts to explore the surrounding area of the Mesa and beyond. In theory, everyone belongs to the Militia. From 12 years old to the time you die. However, you can be taken off the Militia Rolls if you are currently serving in the Spartan Air Force (SAF), in the Spartan Naval Corp (SNC), or in an identified Army group. When your duty in the before mentioned services comes to an end, you are placed back on the Militia Rolls until you die, or are reassigned to a different service. Currently the Spartan Militia is the largest branch of the military. But the Militia's importance is limited since the vast majority of it's membership are low morale units who's primary job is the day to day labor, and management of the bases. Currently Colonel Santiago is the commander of the Militia with the various base governors as it's regional commanders. The Military Governor of Inner Sparta serves as the second overall commander of the Militia.
The Spartan Army (SA)
The Spartan Army evolved out of the Militia just before the first PK war. High morale units who's sole responsibilities were the defense of Sparta's border were the first official Spartan Army units. The Army is separated into different regional commands. When the need arises the different armies can be combined into whatever combination that is appropriate for the specific situation. The senior ranking officer in those armies then becomes the commander of the newly "Combine" army. The Spartan Army is the elite of the military. It is currently under the command of Colonel Santiago and has one general officer and many subordinate officers and enlisted men.
Spartan Naval Corp (SNC)
The Spartan Naval Corp began as a naval detachment of the Militia. It has since grown to become its own branch. In the future the SNC will be greatly expanded to protect Sparta from threats from the Sea.
Spartan Air Force (SAF)
The Spartan Air Force is the newest branch of the military. Leaders have high hopes that the SAF will be the star of the next chapter of Spartan dominance of the battlefield.

Position is a very important thing within Spartan Society. Everyone has their place in the order of things and it is important that everyone carry their expected burdens.

The life of a Spartan citizen is a life of discipline, self-denial, and simplicity. The Spartans view themselves as the true inheritors of the military tradition. They do not surround themselves with luxuries, expensive foods, or opportunities for leisure. This is the key to understanding the Spartans. While the Peacekeepers and many others think the Spartans are insane, the life of the Spartans harks back to a more basic way of life. Discipline, simplicity, and self-denial remain reminders of the soldiers code. Democracy is often seen as bringing disorder, weakness, and a decline in moral values. Spartan society, then, exercised a profound pull on the members of the Unity crew who admired the simplicity, discipline, and order of Spartan life.
The ideology of Sparta is oriented around the state. The individual lives and dies for the state. Their lives are designed to serve the state from the beginning of their life to the end of their days. The combination of this ideology, the education of Spartan citizens, and the disciplined maintenance of a standing militia gave the Spartans the stability that had been threatened so dramatically in the early days of life on a new planet.
Spartan society is divided into three main classes. At the top was the Spartiate, or native Spartan, who could trace his or her ancestry back to the original landers of Sparta Command. The Spartiate serve in the army as officers and are the only person who enjoyed the full political and legal rights of the state. Below the Spartiates are the perioeci , or "dwellers around or about." These are the scientists and skilled workers who serve as a kind of working class. Because of this vital function, they are accorded a great deal of freedom. Eventually after many years they were allowed to assume many of the same privileges as the military elite. Most of the discoveries and commerce carried out in Sparta are performed by the perioeci. There are still social barriers between them and the military, but many Spartans choose to and are allowed to interact with only limited disapproval. At the bottom, of course, are the Drones. With the exception of later Hive descendents, the Drones have no avenue to escape his or her position.
The anxiety-ridden situation with the Drones have led the Spartans to view their neighbors, who are potential breading grounds for discontent, with distrust. So when contact was made in the early days with the Peacekeepers, the Spartans began to set their military sights on the one faction that they viewed as weakening the human race.
Many of the old institutions are slowly fading away. Those Spartans that came after the Unity and the early years of food shortages are beginning to show signs of opening up to new ideas regarding the classes. While the core beliefs of Discipline, Simplicity, and Self-denial remain staples of Spartan society, new doctrines of Honor and Personal Accountability are slowly creeping back into the collective conscience of the military officer corp. Service to the state is slowly becoming to encompass a recognition that their leaders are not necessarily infallible.

The Nautilus Pirate Government is made up of a elected Leader, the Nautilus Council and the Nautilus Governors Council. The government is quite simple and they do want to avoid a lot of the political nonsence. Svensgaard would rather continue with its Frontier like government from before, but because they are a member of the Chiron Alliance, they have no choice to have a Democratic government.
Nautilus Council: the Council is made up of different Chiefs, some military commanders and some representives from the Nautilus Governors Council. The Nautilus Council is mainly plays a advisory role to the Leader.

Nautilus Governors Council: it is comprised of Governors of all the Nautilus Pirate bases. Thats where the existing parties gain their political powers. But at the moment, the Nautilus Party still haves a majority in this council.

Foreign Relations:
The Nautilus Pirate Faction is part of the Chiron Alliance, where some consider the Pirates as the most influencial member of the alliance. It may be true since they pretty much guerantees the Chiron Alliances naval superioty and trade on planet. But they don't seriously take advantage of it thought...well, only to get away with some of the Pirates roguish ways.
Without the Pirates, the Chiron Alliance may not ever been as strong as it is today, or ever exist for that matter...
Cyborgs: Pact (Chiron Alliance)(the general populace still have some problems dealing "cyborgs", and worry of them. but not all bigotry/hate like compare to University)
Data Angels: Pact (Chiron Alliance)(the pirate faction itself is quite fond of the Data Angels, since they are piratish like themselves, in a way. so they do have some strong relations, despite the hick up during the war concerning the Morganites)
Peacekeepers: Pact (Chiron Alliance)(pirates are friendly with the pks, but they think they are way to bureaucratic like)
Gaians: Pact (Chiron Alliance)(relations with the Gaians is pretty much cordial)
Morganites: Treaty (in general, pirates don't like the morganites and are more interested in raiding them then making friends :P but most do also see the advantage, as with Svensgaard, of taking advantage of their strong economy)
University: War (pirates don't like University much either due to their high unethical research)
Cult of Planet: Treaty (pirates never were fond of the Cult, which is why they don't have much relations with them. but due to the war, they made a tempory alliance to deal with the Spartans.)
Believers: Neutral (they don't have much relations with them, but they do have some trade dealings)
Free Drones: Treaty (in general, the pirates like the Free Drones and are currently having a lot of trade dealings, and some secret deals between Svensgaard and Domai.)
Hive: Truce (pirates don't like the hive because of their society and because for challenging the pirates naval migh in the War for Unity Sea)
Spartans: War (pirates never had any serious formal relations them, but have infiltrated them long before and kept a watch on them while the peacekeepers was resettling the Continent. pirates are fond of the spartans militiristic, survivalistic and honorable ways. but they are not fond of their Police State government and the many atrocities they committed. and the pirates trust them navally.)

Military Branches:
Nautilus Navy - the biggest military branch, and the biggest naval force on Planet...since the pirates do mostly live in the sea afterall. The Nautilus Navy first distinguish themselves as the strongest naval force on Planet in the War for Unity Sea.
Nautilus Marines - the marines were first formed in the beginning of the Hive War. They proven themselves at the end of the war when the Pirates initiated the biggest Amphibious Assault on Planet (assault the first) along the Hive West coast. Many marine units got eliminated, but they succeeded in ruining the Hive Naval Facilities, and some bases aswell, which force Yang to make peace. Since then, the Marines as been expanded and are always ready to be used on any faction that needs some beating.
(didn't got a chance to use them in the Spartan War or be able to use in the Second University War).
Nautilus Air Force - the Air force was formed only a decade ago, after the Pirates acquired Doctrine: Air Power. The Air Force is still small, but it as expanded a bit since the beginning of the Spartan War.
Nautilus Battle Dragons - the Battle Dragons was formed at the beginning of the First University War. It was never planned to greatly expand this branche, but Svensgaard wanted to have some Elite ground units when a inland target needs to be pounded. They are one of the most Elite force on Planet, after the Spartans and next to the Peacekeepers Special Forces.

The Hive:
The Hive is ruled based on the principles of Chairman Sheng-ji Yang, the foremost of which is that the good of the individual is totally subordinate to the good of the group. Thus citizens are treated as mans to an end, and they are taught to like it. After 80 years of education and selective breeding, most citizens eagerly and fanatically embrace this principle.
The average Hive citizens day is divided as follows:
six hours for sleep
6-8 hours for work
4-6 hours for self improvement, meals, extra duties, etc.
There are thus two shifts at almost every Hive factory or office.
Everything in the average citizen's life is maximized for efficiency rather than comfort. Food is nutritious, consisting of a balanced diet, but is more or less tasteless. His morning shower takes less than two minutes, followed by gymnastics. He eats breakfast on the subway to work and dinner on the way back.
Every Hive woman is expected to have a child every 2 years between the ages of 16 and 46, yielding a population growth rate around 6 percent. This rule has been relaxed somewhat as bases have started hitting size limits, but the Hive is currently researching technology to enable it to better house its population. Exceptions are made for women with particularly valuable skills or for those with undesirable genetic traits. Only the best males are allowed to reproduce at all.
Hive military structure
The Hive military consists of a large army, a small navy, and the Yang security forces, a paramilitary security organization which has some heavy weapons and a lot of probe teams. The army consists of a force of rovers and a lot cheap infantry organized on the maoist triad system (three mean sections form nine man squads form 27 man platoons) with some additional weapons and organizational personell added at most levels. The troops are armed with sub machine guns and semi-automatic rifles, although some experiments with selective fire weapons are under way. The troops also make heavy use of grenade launchers, wire guided anti-tank missiles with hand controllers, and mortars. They can march about 30km a day and are excellent at digging trenches, laying ambushes, and operating behind enemy lines. On the offensive, when not supported by rovers, they are reliant on nerve gas, cover of night, human wave attacks, surprise, or some combination of these.
The rovers are the cream of the army. They are about a third of the army. Rovers are usually unarmored, although armor may be adopted at some later date. The rovers also use mortars and nerve gas, but their basic weapons are their guns and wire guided anti-rover missiles. They are excellent at smashing through enemy lines, and still have some of the concealment skills of their infantry counterparts.
Hive political structure
The Hive is governed by a Central Committee made up of the various ministers and of the Chairman. The Chairman is elected for life, although the Central Committee can remove him by a 4/5 majority vote. There are a number of ministries, but the important ones are Industry, Defense, Intelligence, Foriegn Relations and Education. Lesser ones include research, trade, and infrastructure.

The Data Angels

History:
The Data Angels came into existence in mankinds early history on Planet. A group of colonists allocated to Morgan's escape pod, disagreed with his monopolisitc ways, and sought to create their own society. When early attempts to gain a peaceable colony charter failed, Sinder Roze and a few others stole a colony pod from Morgan Industries and escaped to found their own faction. Little was thought about the Data Angel existence until a flow of colonists began to flock from Morgan bases to the Data Angel banner, as well as sympathisers from the University of Planet. CEO Morgan prepared to move against the renegade faction, but was stopped when Roze was able to convince Zakharov to lend his support. As a result, the Data Angels gained their autonomy, and quickly began to establish themselves as a major player on the continent's policitcal scene.
The Government:
The Data Angels are a democratic government, with all officials being selected directly by the people. The Datajack position is a seperate election, where candidates from all across the faction are eligible to run once they have reached the legal age of majority (21). Sinder Roze has been datajack since the Data Angels won their independance, and no serious threat has arrisen to contest her.
The rest of the Data Angel executive government is made up of the Council of Governors. Each base population elects a Governor, to administer at the base and serve as the bases voice in Council sessions. With a 75% or more majority, the Council is able to override decisions made by the Datajack. Each Governor yields one vote, and population of a base is not accounted for in decision making, each base holding an equal voice.
From the Council, the Datajack appoints the Cabinet, who serve as the Datajack's closest advisors. These positions are not elected, but to be a member of the council, it is first required to win a seat on the Council.

The Military:
The Data Angel Armed Forces does not contribute to the decision making process of the government, but key Generals and Admirals are asked to participate in Council discussion when the Council debates military issues. The Armed Forces chain of command leads directly to the Datajack and the Council, being the supreme authority in such a situation. Within the armed forces, the Infantry, Artillery and Navy serve as seperate entities, each within their own chain of command. As well, the newly formed Air Force is establishing a new chain of command. However, in times of war, the Council can appoint a Task Force and assign it to the command of one General.
Foreign Relations:
The Data Angels are a participant in the Planetary Council, where they have supported Comissioner Lal's election bid on every occassion.
The Data Angels are a founding member of the Chiron Alliance, allying them with the Nautalis Pirates, Cybernetic Conciousness, UN Peacekeepers and Stepdaughters of Gaia. The Data Angels have formed the strongest bond with first the Cybernetic Conciousness and second the Nautalis Pirates. The Data Angels have always been a strong supporter of the UN, while the Gaians friendly environmental policies make them a natural ally. However, recently tensions have increased between the Data Angels and Pirates, where as the U.N. has been very vocal in their appreciation of Data Angel support. Still damage is not permanant.
The Data Angels have very poor relations with Morgan Industries, ever since they fought to gain their independance. CEO Nwabudike Morgan has betrayed them on multiple occasions, declaring war during a time of peace. The two factions currently are at peace, but relations are less than amicable.
Relations with the University are improving, due to the election of Head Academician Xanderson, whom the Datajack secretly garnered support for. Roze has also begun to work with a secret organization known as "The Perfect Society" to ensure that men like Zakharov can never regain power.
The Data Angels and Spartans are currently in negotiations for peace, as the Data Angels have supported the U.N. bid and will accept the U.N. peace terms. News of a Spartan presence on the Northern island has alarmed the Data Angel governemtn
Relations are positive with the Free Drones. Conflict has arrisen with the Hive in the past, but the two are currently at peace. Little contact has occured with the Lord's Believers and the Cult of Planet.

The Peacekeepers
Okay, I finally got my act together here... I'll try to keep it updated from now on...
Current events:
Although there is a cease fire on the Spartan front and negotiations are underway, the Peacekeepers are still on a full war-time footing and will remain so for some time yet, regardless of whatever treaty might be signed. As matter stand right now, the Peacekeepers do NOT trust Sparta and they do NOT trust the Hive. This may change over time, but it could take generations...
As far as everyone else is concerned, they are still the same old Peacekeepers, just more powerful and maybe a little less patient at times...
Society:
The PK society is based on the idea that all people are free to pursue their own goals as long as they don't hurt each other. In other words; if it feels right for you and you won't be hurting anybody else by doing it, then it's okay! Others might think it's weird or they may not approve at all, but so what?! It's your life and your freedom, and as long as you're not causing problems for anybody, it's none of their business! In this society, the law exists to protect the righs of each and every individual, not to limit or control them. -Or at least that's how it's meant to be, but it might not always work that way...
Also, like in any democracy, it is not totally unheard of to sometimes sacrifice a few for the benefit of many, but "the few" will usually volunteer themselves and receive some sort of compensation.
Now, it might sound kind of like these people have very little respect for authority, but this is not entirely true. They will respect their own government, or indeed any government that has the support of its' people and generally seems fair and just. It's only when they feel authority is being abused that they will turn against it. Also, they respect other factions' right to build their own social structures, which may or may not be different, but only as long as nobody's human rights are being violated. That is, in their eyes, a social structure that will inhibit or restrain individual freedom is legitimate only if people choose it by their own free will, and those who do not want to be part of it are left alone or at the very least allowed to leave. (In other words; the governments of Hive and Sparta have no right to exist! -They use force to keep citizens in line...)
Anyway, their society is based on mutual trust and respect. Anyone who breaks this code will earn their contempt and can some times be dealt with kind of harshly without anybody really objecting much. Some people even argue that individuals should be considered to waive their own rights by violating someone else's. However, this is NOT official policy and the authorities will usually try to "rehabilitate" those who "go astray" and return them to the happy family they think humanity ought to be...
"Pro-war" vs. "pro-peace"
The earlier distinction between the "pro-peace" and "pro-war" Peacekeepers is now ignored for administrative purposes (except for their values...), but these two sub-groups still exist under the blue and white banner, mostly representing two different approaches to the task of enforcing the U.N. Charter. The "pro-peace" people generally want to believe that all people are "good at heart" and that things like war and hatred are usually caused by gross misunderstandings and "fear of the unknown". They feel that "if we could all understand each other, then we would all get along - or at least be able to live with each other", and so they have much faith in diplomacy, communication and free flow of information as the tools of choice and the solutions to most problems.
The "pro-war" Peacekeepers argue that this diplomatic approach is not fit to defend the principles of the U.N. Charter because some people are just plain mean and evil, and mere words will not stop them. Therefore, if justice is to be done, the U.N. must be ready and willing to back up words with military force whenever somebody won't listen to reason. One could say that they want to be the Peacekeeping Forces rather than just Peacekeepers. Also, they argue that the U.N. should be Peace makers as well as Peacekeepers, meaning that a full scale military intervention is acceptable if one or more of the parties in a conflict won't listen to reason. I.e. "go in there and kick ass until they've had enough and are ready to talk".
At the moment, it is the "pro-war" gang who seem to be running most of the show, but Commissioner Lal still has the last word and keeps them safely under control (for the most part anyway)...
Social engineering:
This is a Democracy with Green economics and Knowledge values.
The "Pro-war" Peacekeepers (on the eastern continent) have Power values, otherwise the same.
Energy distribution: 50% Research, 50% Economy
Military:
The U.N. Military is divided into five different branches: Army, Navy, Air Force, Special Forces and Gatekeepers (Defense Line / base garrisons). In theory, each branch has its own command structure, but in reality they're usually more integrated than that. For the purpose of actual field operations, forces are frequently "packaged" and assigned to multi-branch task forces with unified command structures for better coordination. There are currently three such task forces on the Eastern Continent; One north of Haven City (Commander Cooke), one surrounding Data Acquisition (Commander Grafton), and a small one guarding the Planetneck (currently under the direct command of General Braddock himself). Coordination of all military operations is handled through the Command Center at U.N. Enforcement Base (General Braddock's HQ).

Free Drones: No real contact yet, but it is quite possible that they could be friends. However, as stated above, Planetmind is probably the Peacekeepers' best friend in the world...

Believer social and political structure
The Lord's Believers is the unofficial name of the faction whose official name is "The Christian Kingdom of New Canaan." The faction is ruled by a fundamentalist government led by Sister Miriam, the head of the official Church, known as "The Lord's Conclave" or "The Conclave" for short. The leader of The Conclave is also the leader of the government. Leader's are chosen for life by the Elders of the Lord's Conclave. The leader's are then known by the biblical term "The Lord's annointed" in addition to any previous names or titles they may have held. The word of the annointed one is supposedly final and absolute, but are in fact subject to review by the Elders of the Lord's Conclave, a group of religious scholars.
Believer social structure is conservative to the extreme. It is built around large extended families, which recieve rights to work plots of land. Every man works on his land at some job or another six days a week, and goes to Church on Sunday with his family. Women might also do some work in the fields, or more likely they do indoor work as secretaries, technicians, etc. Children go to parochial schools, also six days a week. Control of all of these institutions is partly in the hands of the government, but the exact level of control is vague. The same goes for the justice system, which is usually run by local elders, although the national government is officially in control of the process.
The one time when Believers really come together is for wars of God. These are started by a general call for men eligible for military service to assemble at a meeting point. There, they are organized and sent out to do battle. Conquered territory is then meted out to different extended family groups by lot. In between crusades, all men between the ages of of 20 and 50 are organized into the militia, which provides military training. Shooting practice and other military training often take place right after church on Sunday.
