How do I join one using Outlook?
If I cant, how do I join newsgroups (eg alt.whatever.???)

Outlook won't view them, you have to use Outlook Express.

I've never used it, (I've used pine, tin, nn, netscape and all those old outdated newsreaders...) but from my experience, the biggest problem people have with news readers is setting the news server in the options somewhere.
(and then you can access alt.binaries.swedish.chef.swimsuit.pictures.bork.b ork.bork )
Edit: Oh, I guess using an actual newsreader would help, too, I guess.

doesn't your ISP have to allow access to them or something?
I have never been able to get them to work.

You're newsserver has to allow your ISP, IIRC (So someone won't leech off the server). I think there are a few free public newsservers anyone can use, but they're probably don't have great performance.
Unless there's a firewall preventing you from accessing news, or something... That could be another explanation.

Try news.yourisp.com. ISPs don't go out of their way to advertise their news servers.
