I think its Deng Xiaoping - leader of the PRC after the fall of the Gang of Four (1979?) initiated market oriented economic reforms of the 1980's.

Did not realise Zak and Yang were that old and from the profile of Zak, he's done well make his face look younger than his age. Maybe Zak has face-lifts and beauty treatments.

On the second point, May 12, 1999 is a significant date. Have a look at The Scottish Parliament | Public Information Service | Frequently Asked Questions , particularly these points:
(9) What is devolution?
(10) On what date did the Scottish Parliament come into being?
(11) What can the Scottish Parliament do?
(12) How does the Scottish Parliament make laws?
While not independent per se , they do exercise a sizeable measure of self-determination.

On the first point, Deirdre's voice, so sweetly done by Carolyn Dahl, sounds not unlike my Mom, who is not Scottish, but of Welsh and French descent (third generation, mid-Atlantic states, not from the north).
Interestingly, although she (my Mom) moved from PA to VT in 1959, she never lost her Philadelphia accent, and we her seven children have been told our "Green Mountain English" is tainted a touch by that influence, both in pronunciation and grammar.
I my Mom!

What's wrong with Deirdre? I have a Scottish aunt called Deirdre.

Her accent isn't terribly Scottish, but it is not too bad. (It actually sound a little like a New Zealand accent to me.)

Rogan, Clear Skies already said that he meant the ingame voice and not the name, what we non-specialists failed to notice. My last scottish ancestor lived quite long ago (I'm 1/8 Swabian, sigh, and it is said that the first Swabian was a Scottish who had to leave the country because of his stinginess)

Deirdre's voice is very nice but it's not Scottish. It sounds a bit like Christopher Lambert's voice - a foreigner trying to sound Scottish.
After I stayed in the UK for those years my accent slipped from its original American and people claimed it sounded Scottish. Clive Barker's accent is similar - he started off in Liverpool and moved to America, where his accent changed into the bizarre mishmash that it is today.

My brief stint in England country side and dealing with transplanted Scots to the Coventry area led me to believe that they speak a completely different language. The only thing I could translate was F&ck every 4th word.
Ahh, the universal and never innappropriate noun, verb, adverb, and adjective.

OK, which one is better looking, Deirde or Christopher Lambert?

I vote for Christopher Lambert, I never really found myself moved by Dee, and I know so many girls who sigh whenever Christopher Lambert appears on screen. It's funny when they ask me to go to an action type picture with them, I always know there is a hunky / pretty guy involved, and it's not me!

			Clear Skies,
 Nah. You want Alec Guinness!

 Ali,

 Don't you mean Johnny Gielgud?!

As it is, Skye is an island off Scotland on which Bonnie Prince Charlie stayed during his escape. Therefore, one might suspect that old Dee is the Lady of the island.

Old Dee? She'll be younger than all of us. I might try to be her granddad, if I was more than eighth Super-Scottish...

And for those of us who are not attracted to him, he's a much better actor the Lambert, which is a nice bonus. Plus he's been in some fantastic films.

Excuse my ignorance, but I'm neither an avid movie watcher nor native English speaker. Who is Johnny Depp? "Depp" in German means "stupid person" in a derogative way.

Steve Buscemi would be a pretty good Zakharov.
I still say Jet Li would make an excellent Yang.
