Yes, but in early game I frequently see AI workers goofing off fortified in cities. When they are in their capital, I buy them and put them to work.
What's going on is the AI thinks no improvements within CURRENT cultural boundary is desirable.
A human would know which cultural boundaries are going to expand soon and start working on such improvements or else build a road network between cities, perhaps going outside the current cultural boundary doing so.

Trondheim was at size 3 on the turn we bought the worker; if it had been integrated then, there would have been no way to keep the extra pop happy. Trondheim's settler was completed the next turn, bringing the city down to 1 pop, at which point the worker was integrated.

I've never seen the AI integrate workers.
In any case, this early in the game, integrating workers is almost always a mistake.
