Shaka:
Some of us lack the save and could use more information as to the state of the front and the recommendations of the front commander.
Without that information, I'd have to flip a coin.

Ditto
You need to make it obvious why you are asking Shaka.

I voted Orel, because I think we can defend it, and Kursk not, but Kursk is still the home city of our fortified positions, so we need to be prepared for their loss! This will leave some weaker spots in our defenseline.

I'm thinking Kursk because I'd like to see the fortified positions stay on the Don to block Germans trying to bypass the city. Also, I can see in the summer of '43 tons of German units appearing right outside Orel causing havoc...

there will be units all over the place,
and there is just one square between Belgorod and Kursk, so it will be very easy for the nazis to attack it
between kursk and Orel there are two squares and a forest one, that is going to take at least four movements to attack Orel
let's go to Orel,
and now about the fortified positions,
we have two su-122, 3 t34/85 and one or two 35/74
enough to haunt the nazis units hanging around

Sounds like the fortified positions are well under hand.
Orel it is.
