Problem with changing the location
I try to change my location, and when I do, it shows the flag right there in my profile, but the country doesn't change. When I submit modifications, well.. nothing updates.

Are you refering to the location field or the country flag? I presume you mean the flag?

I just checked to see if I could recreate the problem. I can change flags just fine.

Yah I can change the flag too, but country stays the same (different from flag that is), only the flag changes, and when I submit modifications, well even the flag changes back to the old one.

Ok now I have US flag. So when I choose another country and click it, the flag changes but it still says US in that field. When I click it for to update, well the US flag still is there.

BC, yes I mean the flag.

Ok, I managed to change it. The problem appeared to be in my Opera 7.0. I'm not sure why, but in IE it changed it just fine.

By default Opera only checks for new versions of a page every 5 hours. So rather then getting to see the new result, you see the same old page after you update.

Either just press "Reload", or change the cache settings:
File > Preferences... > History and cache > Check documents (change to Always, although that will obviously make your browsing slower)

I had a similar "problem" with NationStates (in case you're familiar)... When I vote on an issue, the main issue page would still show [unaddressed] rather than [legislation pending].

Nah, I had US, and everything UNDER the US, it let me change. But everything before the US, no chance, it only changed the flag, and even that was temporary.
I have java script turned on. Weird.

You need to disable Javascript (hit F12 for the quick preferences menu) before loading that page. It has a bug that Markos refuses to fix.

Just hit the bloody F12. Couldn't be easier (well, there is an easier if you are running a Mozilla with the prefbar extension, but Opera 0wn0rZ Mozilla in all other respects. Well, except for -moz-border-radius. That rocks.) Erm, right.
