I see what you mean. I would say that's a suck default start position. Maybe that should be fixed rather than moving capitals around.

you should also know the lower left opponent is the second city from the top, so the border clash starts pretty much with the second city, early on (i usually gain the upper hand fairly early, then slouch a bit pre-boom).
