In 18 months, I'd rate it "probable" but certainly not "pretty certain."

Who's "we?" Enough of the world is dependent enough, (and Burkina Faso would be dependent on capital import if it could attract any), and the US gets massive capital import because those investments are attractive (and capital flows are often reversing merchandise flows). If the US economy really tanks (as opposed to just drags for a while) it'll have a hell of a lot bigger ripple effect around the world than if Russia's or France's economies tank.
I think your (Euro) leaders will need genetic engineering to get some balls. The whole (at least the way its spun in the US) "trying to repair relationships with the US" bit is nauseating. If someone is going to take a stand, they should take a stand.
