I say Rostov so we thoroughly clean out the Germans from the south and set ourselves up for Operation Citadel. If we hit in the south, they will lose their base of operations and we can outflank and encircle them more easily!
On the Grand Scale we could make a really big salient and trun it into a pocket if we drive north (sort of hard to envision, but you get the point)

I say Rostov, Voronezh and Smolensk will be teh major springboards of attack.
However, I would like to see the NorthWest front striking out from Kholm through Daugvapolis towards Riga or Konisberg to cut off reinforcements to the Germans near Leningrad. If the NW front does well this summer and gets a few more reinforcements, I believe they can pull out a victory to reach the Baltic Coast. (An ambitious plan, I know. But with General Winter assisting, it might be possible.)

If it survives the summer (a big if), Perekop would be a great place to launch an attack Due North to link up with the Belorussian salient. Surrounding Army Group South in a huge pocket!
Amphibious attacks in the Black Sea coast out of Sevastopol would also be a good idea.

Won't there be a lot of Germans to kill near Rostov, even though their southern offensive will obviously fail during the summer.

I would say Rostov to drive them back, and Sevastopel (the attack on Galati should be launched from here if it takes place). We need to push them back, not encircle them because then they keep spawning, and we will have cities being attacked from all sides, while we still can't use the garrisons of the cities which are now forming the front!

Comrates, if we prepare for the facist assault this winter by creating a defence in depth around Kursk, then we can spend summer mustering our forces for a glorious counter offencive!
