Office of the NKVD
This shall be henceforth the headquarters of the NKVD, our National Security Force. Any issues with regards to civil unhappiness, the need for security forces, and requests for increases in the luxury budget should go here. With regards to the last issue, the NKVD cannot directly change it, however, should it be of sufficient merit your request shall be forwarded to the Ministry for Economic Progress.

My affiliate is Comrade Xenozod, whose Russian name shall shortly be found and inserted.

Comrade, I wish to report
that over the last year, many party officials, comrades and citizens have been less than confident in our ability to defeat the hun.

Always I was told don't try to defend this city or that or don't try to attack because the germans are too strong.

I usually ignored such "coward mongering" and attacked anyway hah the germans are only tough when attacking pigs,dogs and cowards.

You should go though your comisar's logs(threads) and compile the number of posts that people were being less than loyal.

I have also seen some NKVD troops withdraw (yes) have a look at how many are not near the front lines encouraging our units forward and shooting those that flee.

Well, Comrade, I admire your spirit and enthusiastic devotion to the cause. However, if you examine our over-arching campaign, the entire strategy has ALWAYS been to draw in the fascist thugs, deeper and deeper, and then crush them, snatching the image victory dangling before their eyes.

"Retreat" would be cowardly if it were the result of panicky conscripts, however our glorious patriots have taken advantage of our economic and geological position to crush the enemy.

Thus, we see that while history is determined by economics, we Marxist-Leninist builders of Socialism in One Country are able to manipulate the beliefs of others, so that the economic pendulum swings around and wallops them upside the head.

Those NKVD regiments not located at the front are investigating possible infiltration of capitalism-mystified proletarians. Any found will be re-educated and returned to society.

I see our NKVD's Ministers are talking about looking at the file but I have seen no recommendation for Garrisoning of our major cities to improve happiness and thereby improve production/ trade generation.

Please do this for the July turn.

Also do NKVD's really help happiness more than a regular unit? In game terms of course! I know they do in real life! I would like you two to research this and let me know. Thanks!

Now that we have permenantly recaptured Minsk and "Soviet Pragmatism" I seems to me that a lot of smaller citys in the rear areas now have superfluous garrisons that could be sent to the front lines without deminishing happiness. The NKVD sould investigate this too!

If the NKVD is examing civil disturbances and happiness issues, the Economics Ministry has a request. I noticed that some cities seem to have excess entertainers. While this may please our workers, it is wasteful if it is not needed to keep the city in order. When you present recommendations on how to keep cities in order, could you take note of wasted entertainers in your account and recommend where to switch them to taxmen?

You should take a look at Kandalashka, there could be more production in the city.
Also, east of Stalingrad there are two labour brigades building industry on a square not within range of any city.

This was my fault, the labor brigades, good catch Bossy!

I have already talked to Comrade Grenski about it. The units have been cleared of orders this turn and will be moved and reassigned next turn.

Lucky for us I have spies everywhere

I also would like to know why we haven't built a road between Tula and Orel yet. I don't know where to put this question (I already drew attention to it many times), so I put it here. For the sake of efficiency, please build that road.
