Other things are cities you wrote for example: Munchen, London and Washington surely was (and are) very important political centre, not so Longview, Southampton and Nurnberg (but its trial at the end...). More, Munchen was the starting-centre of the Nazi party in 30's (but Nurnberg was one of the most important cities for this party, too).

But I still think that the economicly more important city must be chosen. You could give an event to Lyon - if taken - that says that Vichy also has fallen.
I see that Vichy has its importance but imho it cant replace Lyon what is much much much more important. Cause in Civ2 the economy is simulated - not the political worth of a city.
