Just use the "raise terrain" button
Even I have found it easily, it must be amongst the terrain buttons for Fungus and solar arrays and that stuff.

Anyway: Deaf, remember to use CTRL+left mouse to raise terrain above normal flat/sea level. Hitting CTRL+right mouse lowers altitude.
Hope this helps!

Isn't there also a bug for when you begin with a fresh map that is all sea and begin raising/lowering terrain that the elevations are screwed up somehow when you try to play the map?
I don't make many custom maps, but I think I've seen it posted that you should begin with a randomly generated map and begin making changes from there, and not a "clean" map.
Can an expert confirm?

From the civgaming buglist:
Scenario editor bugs
Do not start with a blank map when making a custom map; always start with a randomly generated map and then edit it. The map elevations are messed up when starting with a blank map, one result being that placing the first river (or popping one in a Unity pod) causes much of the land to sink below the ocean.
Is this what you're talking about?

I had that bug happen to me several times. Definately don't start with just ocean. You'll be really pissed when after 30 min of making a good map, it's all screwed up.
Already been said but bears repeating - you have to hold down CTRL when raising or lowering land. This isn't obvious at first, especially since everything else can be done w/o holding CTRL. I think I originally posted bug #137 since not being able to raise and lower terrain was pissing me off to no end... and to think all I had to do was hold down a stupid button. Freakin' undocumented stuff .
