I'll recommend building them in cities with some room for support.

/me agrees with the proposals of our most wise Minister of War for the most part with the following revisions:
I think we were lucky to defeat Kyoto with the units we had left to attack, and would not like to see nearby units exploring somewhere near Osaka when they could be needed to take the city (or cities) of the Japanese. Therefore, I think we should move all units towards Osaka (exploring on the way if possible, but with all possible speed). If we do decide to explore this area, I would prefer to use the horsemen to do so, and use what chariots (along with archers and legion) that we have to attack. Aside from that, I think the attack against the Japanese should proceed as soon as possible.
Again with the Greeks I somewhat agree, in that we obviously need to find them before we can attack, but I would prefer to use the units we already have, so that when we find them, we can attack much quicker. Your proposal would involve building explorers and having them move towards the land we suspect the Greeks to occupy (and I admit, explorers obviously cover land much more quickly then the existing units we posess), and then have our units move to these cities. I think this method takes too much time, and prefer to not build explorers (which when found by Greeks units, whom we are at war with, will quickly be put to death, defeating the point of the exploration), but rather to use existing units (and new ones from huts along the way if possible) to find and ultimately destroy the Greeks. The units I propose to use are the ones you have indicated on "Eastward ho" to find the Greeks.
The use of the units in "downsouth" I think should be used as you suggest to continue southern exploration, though if they were also to move towards the Greeks this would not displease me.
All in all, I think what you propose may be too agressive, and though we all wish to find our opponents quickly, I think it better to attack the opponents we know, then to look for more opponents which we don't know. Exploration will come soon enough, after we have defeated the Japanese and the Greeks, and we can use all available units to explore.

I more or less agree, but I think we should move the chariot in 'japlands' more directly toward Osaka, and use the horses to explore rather than attack. I disagree with building explorers for the same reasons outlined by Sparrowhawk.

I mostly agree with the plan, but I think the chariot should move more towards Osaka in 'japlands', and the horeses should be *primarily* used for exploring rather than attacking. I also disagree with building explorers for the same reasons outlined by sparrowhawk.

The Minister of War's plans are in accordance with the movements I was making in the last few turns. I agree with the plans. I am hoping to get more None units, now that we have some far enough away so that new units won't be attached to our already-burdened cities.

once again didn't get to vote, however don't worry, my $0.02 are forth comeing.
If we have a suspician the greeks are to the south east then I sugest you alter the "eastwardho" plan to orient its self more that direction. That could be a sizable enough force to take a greek city and thus provide a safe haven for our troops to follow.
In the Japanese home land, Let horses do what they do best, ride hard and explore new lands. The chariots, archers and legion will be more apt to takeing OSAKA.
