Huge map, continents, normal climate and temperature, 4 Billion Ma. Restless Barbarians.
All victory conditions ON
Culture flipping OFF
Rule changes
1 Privateers come with Astronomy.
2 Barbarians to be Immortals/Keshiks/Privateers
3 Reduced corruption (down to 50%)
4 Palace/Forbidden Palace allow size 3 cities
5 GW's do not expire
6 All non-player UU's available to all civs and have hidden nationality (upgrade chains revised).
7 Intelligence Agency requires 5 Police Stations
8 Guerillas have hidden nationality and all terrain as road
9 Movement rate of ironclads, destroyers, transports, submarines, battleships, carriers, nuclear subs and aegis cruisers increased by 1
10 leaders only build armies. not rush build anything.
11 Everyone starts with 3 settlers and 3 warriors
12 Pikemen don't require iron
13 Great Wall gives walls in all cities on same continent (but does not double city defences)
14 Longbowmen have zero range bombardment (same stats as catapult)
15 Ocean tiles cost 2 movement for galleys and ironclads
16 Civs get a third trait (players choice)
17 Settlers and workers treat all terrain as roads
18 Granaries only cost 30 shields

Random thoughts.
No restart. GF is right that the map generator works much better for large and huge maps. My debug testing consistently put all the civs on large continents. If your initial spot is poor you have three settlers who could each move 5 tiles and still found a city in the first two turns.
I don't want an advantage from being the one who put the changes together and tested them so here are a few hints.
1 The barbarians look scary but they are only conscripts with 2HP.
2 You can build a lot of different units with all the hidden nationality UU's. Using the right unit in the right way can be critical.
3 The early Great Wonders don't expire. This makes them much more important than they would be under normal rules (one in particular, if you read my meaning ).

If you send me a bix with the ruleset, I would generate a map for you and make sure it's halfway balanced, i.e. look if nobody starts in the mid of a huge jungle, desert or mountain range, or alone on a small continent while others have early contact, or that not one starts with 5 cows while others have unirrigatable plains, etc. I will not look at resource distribution.
I would also keep the bix and the admin password, set the password for the 1st player by his choice and send him a save.

I have taken Sir Ralph up on his offer to start us off (I would have been just a bit embarrassed if I had started the game and my capital was surrounded by 7 or 8 cows )

I generated a map (it took about 10-15 tries to get a good one!), tweaked it a bit and turned off debug mode.
There's a problem. I can't set up the game, because it doesn't let me save during the turn. Must be new in 1.21f. One possibility is, CerberusIV sets it up himself, another is, I set it up and he plays his 1st turn by screenshots I'll send him by email (I habe time this evening) and I send the 1st save to Ghengis.
What will we do?

I absolutely will not stand for Sir Ralph setting up the game! That @#*@ SOB built the Great Lighthouse and left me with nothing but a HUGE pile of useless rocks! Absolutely not!

If Sir Ralph sets it up would he be willing to sit in as a replacement for players if they are unavailable to play their turns for short periods of time (vacations, emergencies, etc.)

3rd possibility: I set up the game with 1.14f and thus could save it. CerberusIV, please load it with 1.21f, it works, I tried. Have fun, everyone.
Ghengis: Well... I would replace players (one at a time), but don't know how effective I will be. The changes are a bit wild, IMHO, that's one of the reasons why I didn't aspire to play.

The rule changes are there for those who want a reminder of them. If you forget something and have a city trashed in consequence, don't say you weren't told.
GF - I have to use the yahoo email to send turns to you. We tried the other one and aol and msn seem to not talk to each other (I blame both equally btw).
Anyway, 4000BC played (1.21f) and sent to GF.

at the end of the second turn Flandrien has taken a small early lead in score closely followed by Dr Cula. Everyone seems to have built at least 2 cities except Ghengis who may not have founded any cities?
