It always is, in terms of construction costs. Relocation of personnel, communications, IT and support infrastructure adds a bundle, too, although NYMEX had their comms/IT infrastructure set up to do that very nicely, and it got them up and running very quickly after 9/11. Trouble is, what NYMEX spent on mobile emergency IT infrastructure probably exceeds the total IT asset base of the UN by far, plus NYMEX rebuilt their comms/IT infrastructure from the ground up several years before 9/11, specificallly to handle rapid emergency relocations.

Thx for the link. The French expression is "Qu'ils mangent de la brioche" (actually, it translates into "let them eat cake", but not vice-versa: a more immediate translation in French would be "laisse les manger du gâteau"), so I didn't make the connection.

The building woulden't be in such bad shape if the US would of payed it's dues. Then again most americans want social programs but don't what to pay taxes. The US has a "I want it but I don't what to pay for it" Complex.
