The war on drugs is different for two reasons. One, drugs are addictive. Two, drugs are illegal, which is much different that just having tariffs on drugs. If you really want something with a tariff you can buy it. They tariff is set so that any black market price would be higher than the regular price including the tariff.

Drugs qualify as goods illegal or otherwise. Addictive or otherwise. Drugs are duty free no?
You marginalize smuggling. But then again you think crime isn't a problem within communism either.
The common answer you have relied on to solve these problems has always been a return to a police state which has been shown innumerable times to be a step backwards.
