Supply and demand. There are not enough (desirable) jobs for American elite students at the outlet of Ph.D. programs. So they go to med school or the like instead. But there is a demand for lots of lab techs to do all the work that professors can get grants for. So the departments bring in Chinese to fill the gap.

Nothing like paying 50% of a lab tech wage and getting smarter people to do the work. Gotta love what those professors got going. And they gotta do it if they want to keep getting grants. And even if you have tenure, your dlck size is judged by your grant income.
