Resource Seed
Ok, I'm sure this was answered before in the forums, but I can't for the life of me find it. What's up with the resource seed? What does it do and how can I make it work for me during scenario creation?

You can set it in the map editor. It's under the last menu (I forgot the name), I think the shortcut key is "s".
What does it do? It controls the resource and goody hut patterns. There are 64 possible patterns.
So to make it work, you have to change it in the map editor first, and then start your (future scenario) game on that map.

Hmmmm, ok, 64 patterns. I don't suppose any of these have been identified as being especially random. I've tried to find a nice one that doesn't have the usual 4 same resource diamond, but no luck yet. Any suggestions on finding that perfect combination?

You just have to try out all 64, I'm afraid...
Focus on the parts of your map where the resources are especially important. Rotate through the patterns quickly, only looking at one or two important locations, and write the numbers down of those that could work (possibly by adjusting the terrain a little). This way you can probably eliminate a lot of the patterns easily.

There is only 16 seeds if you don't differentiate different seed type (whale/fish).
Read 'Location of Huts' thread (link from GL) for more detailed info.

Plus... I've noticed that if you use seed one when creating a random map using map maker, it does not seem to ask you if you want to keep the seed when you load a custom map. Only if you change the seed, does it ask.

I tested seed 1 and it looks like seed 1. No randomness.

In the map editor it looks like a distinct seed. If you load a seed 1 map in civ2 however, it will randomize.

That seems correct... you need to change the seed to anything but one for it to ask you if you want to keep the seed or randomize it.

So every start of a game has different seed with a map of seed 1?

That depends on what you mean with "start of a game". The map seed certainly won't change within one game, but if you start a new game on the same map, you'll have a different seed.
