Golden age via events

I have the Philosophy slot tech given via events to the player.
That should create a "golden age", where the player gets a free tech AND a pop up text saying "The golden age begins in the city of X, great Y thinkers blah, blah....."

Now, i get the former but not the latter.

Does the pop up appear only when the tech is actually researched?

I'm pretty sure that was my experience. @GOLDENAGE doesn't pop up with a GiveTechnology event.

AFAIK, @GOLDENAGE will pop up with a GiveTechnology event, but only if the civilization is not player controlled.
