Shouldn't pollution be a consequence for getting nuke happy?
Also, yeah, I'd give the UFA and Reich about 10 nukes, the Red Empire and Pac Coalition 5, and maybe 1 to the lesser powers.

The ring of pollution around a city still appears after I hex edit out the global warming effect.
What would also be interesting, Curt, is that after I do this, you could turn on pollution again, forcing people to build the pollution-decreasing city improvements.

As for the Hex editing thing i was actually wondering how exactly it is done. I mean, is it some sort of re-programming the Civ2 code?
Is it hard for someone with no programming skills to do it?

I couldn't find a reason to use mobile warfare tech, as it's barrack message is already used by gunpowder.

"Reprogramming" isn't the word, since I'm not changing the program. Rather, I'm changing the data file that the program uses (.scn or .sav) Basically, it's an "alternative" to the scenario editor, which gives you a little more freedom in changing values of things, etc.
A good background knowledge on even elementary languages like HTML can always help in a tight spot, despite the fact that both Civ2 and HTML are about the same things as Hungarian is to Japanese.

I use UltraEdit, but you have to pay or use certain "tools" to make it so that you can use it beyond it's expiration date.

And Nobody should be allied in the start. I think it would be cool that in a PBEM you could just choose your side.
And anyway it would be wise that nobody should be allied in the beginning. If australia attacks UFA, GEU, Red empire will declare war too!

I really think that the infantry unit should be mobile, terrorist just dont stay put and wait to be captured...
What about making the corrupt GEU playable?
Make rebel infantry buildable by them.
Want them to have a chance? Give them the unique diplo unit you talked about, as their special unit. They can use them to bribe themselves a small army of sell-swords, dogs of war and defectors, Ex-Nazis, Ex-Reds, Ex-Yankees flying the colours of Benjamin, dying for cash.
And after all that selling the techs they steal but can't use to the highest bidder. (Meaning they can't build any good units themselves but they can bribe enemy garisons in cities and units in the field)
Or perhaps not.

The GEU really exist to get a beating from everyone.
The problem with infantry moving is that they get in the way all the time.
I will do a test with a nasty tough infantry, and other things, to see if I can implement a better system for the Vendetta anti-terror war.
A dedicated events-made terrorist unit, and a diplo agent may be fun!
