A new 'Civ of the Week'...LOL!
THE PACIFIC ALLIANCE:

Military Power: Not a superpower, but with scope for improvement as government investment increases.
Brief History:
In the years after the collapse of Japan and the USA at the end of WW2, China found itself with direction.
With the assassination of Mao and seeing the failure of Russian communism, the Chinese under Chiang Kai-shek
had to contend with years of inter-province strife and exploitation by European interests.
The formation of the GEU brought changes to the whole Asian world, nations could become members of this
lucrative capitalist entity and be under it's protection. At least this was the wording of the charter.
A battered and defeated Japan was the first to enter into the GUE Accords, following the abdication of the
Emperor. Still in the throes of chaos after years of strife, China decided to also make a petition to join
the Economic Union. Promises of military help was not forth-coming immediately, but progress was made as
ordinary Chinese became confident and financially able to improve city areas. Rural life was still hard
though, and the growth of the Red Empire in the 1950-60s was a constant fear.
The saga of Xu Xiangqian began with the UFA war against Vietnam. The communists there had been spreading
turmoil throughout the country and had been making a terrorist network across the neighbouring islands,
this was achieved with backing from the Red Empire under Zhukov, who despised the American influence.
As a young officer, Xu Xiangqian was present in Vietnam, where he represented the Chinese government.
He gained much respect from the Americans, helping the UFA as a liaison (1968) and then official
attaché (1971). The Vietnamese and Russians where crushed and the UFA withdrew, leaving the GEU
to gain control of the various vanquished cities. It was around this time that the idea of the
Pacific Alliance was conceived by Chiang Kai-shek, tired as he was of the GUE's corruption and
broken promises. It was becoming clear that the GEU was using the world's issues as a way of
increasing their power and funnelling cash into illegal operations, like funding the Russians.
Chiang Kai-shek's death (1974) left the way open for the now powerful Xu Xiangqian to step in.
His first act was to dissolve the GEU's Chinese office, and seize all GEU assets in Peking for
Chinese use. This was met with various riots and clashes with the GEU and with cities who did
not wish to break away from the union's control. Hong Kong, Japan and the Dutch East Indies all
decided to ignore Xu Xiangqian's new order and stayed with the GEU, serious bloodshed was averted
by intersession by the UFA, and they graciously offered to support China in return for their
vigilance and intelligence updates on the Red Empire. The new power became known as the Pacific
Alliance, with Peking being renamed Pacifica. A brave new face, upon an ancient nation.
Xu Xiangqian has proven to be an able and sometimes-ruthless leader, he is also a great patron of
Chinese culture and art, and has personally financed the Chinese movie industry. He is a shrewd
diplomat and has managed to keep a very un-neighbourly GEU and Red Empire in check for the last
five years. His prestige is high in Europe, and the Germans have invested in China, impressed as
they are with this right-wing bulwark in Asia.
Surrounded by hostile powers, and with an uncertain financial and military future,
it is most fortunate China has one of the potentially greatest leaders in charge.

All our Poly playtest aces,
please feel free to DL and give this first version of Vendetta a whirl.
I actually feel this scenario is close to being ready for the full-scale release,
but I would like to see if it plays OK from all angles before I shove this one out the door!

Curt, Salisbury and Harare are the same city, Robert Mugabe renamed it after winning Rhodesia's civil war. I'd suggest renaming Salisbury to "Harare," get rid of HARARE of where it stands now, and place another city somewhere else (to max out the cities limit)

Also, I stumbled across some irrigated forests over by Voudensberg.
Along with a quick reminder, the names of the governments have not been changed yet, as I've also noticed. Hope this helps.

I know the zoom is obnoxiously close, but I did it just to get a better perspective on the region. I deleted Salisbury and Harare (once again, same city) and put Harare where it would be on the map.

EDIT: Got rid of the attached image and message since Curt already added a new city in Madagascar, which is a very nice addition, BTW.
Still, I've seriously considered making a scenario about Libya's invasions of Chad (which explains my more detailed knowledge of the region) - but if someone would be so inclined as to produce a map of Libya and Chad, I'd certainly be happy to restart the project. I'll quit before I go too far off on a tangent.

Mmm... i know that this is a "what if" scenario... however, i found some unpleasant / inaccurate situations in southamerica
Brasilia with 60 population????
Too many people in that city... Rio de Janeiro is way bigger than Brasilia.
If I were you, i´d replace Porto Alegre for San Pablo
Mmm... San Julian in Argentina... you know, that´s not a really important city... if you really want a coastal city in the south, i recommend you to change it for Comodoro Rivadavia
Or maybe delete San Julian and place the city Rio Gallegos in 81,187
Bahia Blanca with 21 population????

Arica with more population than Lima???
Arica is in the middle of a desert the location is also incorrect. If you want to keep a city there, change the name to Arequipa. that´s more accurate.
Please, increase the population in Lima

Mmm... after playing one turn with the eternal reich, i noticed that a confederation troops unit appeared near Halab... that draw my attention of course. so, i activated the cheat mode and took a look at the rebels cities... mmm... this was weird, i found 14 rebel cities producing the confederaton troops...
However, those units don´t appear in the rebels cities production lists...
i´ll try agan. just to confirm this situation

I used civ city to change the production orders of the barb cities, but civ changes them back.
I think this is a factor:
The map is an edited version of the Dictator map, and some of the cities belonged to the british civ,
The Vendetta confederaton unit uses what was the Brit unit's slot in Dictator.
This is why the cities are churning out confeds.
It's a MGE thing, I assume.
I will go back to civ-city and see if there is anything I can do.

Another minor nitpick; shouldn't the troops of the Australian Federation be called Federation Troops, rather than Confederation Troops? Or is this to prevent confusion with the UFA?

Curt, you ought to swap the Reich Academy and Hospital improvements with each other. Because only the Germans can build the former (which is in the library slot), only they can then build hospitals. Basically, the Germans are the only ones who can build science improvements of any kind.
