Put a garrison in them, have fundmentalism or communism as a gov, place temples, cathdrals etc, be sure to give the mysticism tech(increases temple effect), place some happiness wonders, or even reduce city sizes.

If your governement is a republic/democracy, troops outside the cities will cause unhappiness - if this is a problem use police stations.
Other possibilites (effects editor)
- Raise the riot factor
- Raise first unhappiness at chieftan level

i have a hard time finishing this one for some reason...i may complete it, i may not..i've already started another one, but all I really have to do on this one is just place the rest of the units and lay some irrigation...is there a way to just irrigate 10 squares at once instead of just one at a time (during the game)?

Hey Art,
Do you think I could use your chlorine gas unit for my scenario? I need a nice signal flare.

No, there's no way to irrigate 10 squares in the game at once using the in-game editors at least. I don't know, maybe Mercators mapedit or another utility might be able to do the job though (I'm back in University without Civ2 so I can't tell you whether this is the case or not).
Failing that, is it really that much of a headache to press Ctrl + Shift + F8 a few times?

Oh, I didn't know you could do that. I go to the select terrain type, then check the irrigate...i do everything the hard way. maybe someone should post a keyboard interface w/ Civ Scenario Editor.

I'll have to revisit it...I've gotten very busy of late, and I had to redo my whole Windows 98 and computer because our Internet Explorer got hijacked...so...I'll try in a while. sorry for the long wait.
