Forbidden Palace
Is it possible that ceteris paribus a forbidden palace built very early requires less shields than if built very late?

I noted that for the Palace the number of shields required is equal to the shields needed for the 'biggest' Wonder buildeable (or already built, if no one is buildeable) when you start the Palace.
But I don't think it is valid for the Forbid Palace.

No, the Forbidden Palace always costs the same number of shields.

yes'm, i play with no corruption, so i dont build the FP. its very frustrating to see that in the modern age i can build it in two turns...
