A file called Advance.txt in your ...\ctp2_data\default\gamedata folder, you can change the science costs there.

Yes, CTPEdit does has this feature.
But alternativly the values for the AI_MIN_AHEAD_TECHNOLOGY_COST, AI_MAX_AHEAD_TECHNOLOGY_COST and HUMAN_SCIENCE_BONUS could be modified in the DiffDB.txt.

If you want to get seriously nazi on the science, start trimming branches until there's only one path - that way, you'll know who has what, when, and for how much.

also in DiffDB.txt you can increase the value after SCIENCE_HANDICAP, which effectively increases by x the amount of science required to obtain advances. So that if an advance requires 242 science to obtain and you entered 1000 in the SCIENCE_HANDICAP field, the advance now requires 1242 to obtain. You have to do this for all difficulty levels however.
