Close enough... Jerry get's his dad a knock off pocket organizer and claims it's the real $200 version. Kramer and Jerry's dad decide to go get more of these 'tip calculators' and pass 'em out to gain votes, but of course all of the things are cheap knockoffs and they don't work so everyone gets mad.

IIRC it's a reference to On the Waterfront, where Marlon Brando's character delivers that line in the same way. I've not seen the movie, but I believe that is correct.
