Perhaps that will change in a third expansion pack. If Conquests sells well, and deserves to do so, then why not?

Hardcoded means, it would require some effort to rewrite the game to handle more. I do not see why they could not have any number they want in the game, but limit the number of active to say 31. Then you could have a pool of 60 civs and use up 31 at any one time.
Having played with 24, I do not want to have even 31 in my game, but that is just me.

I'd like the Assyrians, and Israelites, but that's just me.
Refresh my memory, are the Moche, Olmecs, and Totecs in MesoAmerica? At least they will be in one of the scenarios. The Phoenicians are in the Mesopotamian Scenario to enjoy.
But Assyria and Israel are nowhere to be found.

Toltecs are a Mesoamerican civs, from which it's possible that the Aztecs appeared. At least, the Aztecs spoke their language (Nahuatl, IIRC). They have very heavy influence on Mayans, too.
Not so sure about the Moche, I think they were more to the South of Mexico, though...
Olmecs were also in Mexico, but they are way more ancient than the Aztecs, their culture being BC. It's possible that they were the first of cultures in the area to develop hieroglyphical writing.
That's all I remember from the top of my head.

The moche are south american civ, and were located in what is now northern peru. They left behind quite a bit of impressive archetecture (for unfired mud brick), art, pottery, and gold objects.

If there is another XP, I don't want any more civs.
I think you reach a point of diminishing returns, and certainly, as far as Europe and the middle east is concerned, those areas are so over-represented adding new civs won't add anythign new, except for a leaderhead and a marginally unique UU. The game has also run out of room for really unique UUs.
IF THERE IS ANOTHER XP, I want an expansion of the game. Improved trade, improved diplomacy, working UN, overhauled AI in certain areas such as naval warfare. All of which we're unlikely to see in Conquests.

I have to admit I'm already disappointed that C3C won't include improvements to diplomacy and the U.N. If you would have asked me what the next XP should include after PTW was released, I would have said these two things. Far less people (small percentage) who own Civ3 will utilize scenarios than improved diplomacy and the U.N. (everyone). I would have even settled for unit trading and a SMAC-style U.N.
