Means the same thing here in Shanghai.
You see young couples doing it all the time in public - in any public place (they have nowhere else to go, can't take a date home). My all-time favorite was when I saw a a young couple of about 19 years at McDonalds. They were starting to kiss and grope a little, and then the young woman helped her boyfriend pick his nose! Talk about romance! (public nose-picking is common in China, even among the educated and well-mannered ).
