It stands for Rapid EXpansion. It means you build almost nothing but settlers to quickly found lots of cities to take over as much land/resources etc that you can in the early game. It is a well-used method by many players. You will see tonnes of threads on its uses in the strat forum.

Some people also refere to it as Rapid Early eXpansion. Both are the same thing.
