For a short answer - no.

Civ 3 uses DirectX, and a lot of graphical modes that are only available via full-screen rendering. And windowed mode isn't anything that can be implemented in a patch, it would take a lot of time and effort to implement it.
Civ 3, though, is completely multitasking friendly, which is good enough for me...

You can use the window key in XP to get to another task or desktop. In Win98 you can use Alt-Esc, so I do not see any big problem with full screen.

Hah, you can do just about everything with the game running. Running IM and IRC programs, music players, browser and other stuff isn't gonna cause problems. Remember that Alt-Tab, Ctrl-Esc and bunch of other combinations are your friends.

hi ,
some people have speculated from time to time that the new C3C XP would allow this , this still remains unconfirmed to this day , ......
however , on the 23th of this month there is a chat on www.civfanatics.com with some of the people of Firaxis , ......
you can always ask the Q there
have a nice day

Well, alt+tab or the windows key will work as others have mentioned.
However, if you REALLY want to play civ3 in a window....There are some tools that allows you to run multiple OS at the same time using virtual machines( vmware is one of them)....So...It's possible but not worth the effort. Get another computer.
