Sounds like OPD and donegeal like this proposal. I can't imagine Big Free and Beta not agreeing to it, and with my vote that would be 5 and 3 not yet voting.
Anatolia will probably vote no, but as he's only one vote so he is most likely just going to get screwed..................

Thats a VERY similiar start to my Vikings in the Power Block PBEM with OPD, I started with two grassland and everything else mountain. Not a drop of water in sight.

I actually had sent my information to Don shortly after he set the game up, (but I know he promises to forget it ), and then I was away for a couple of days.
My vote is two traits.
Also - I am with SR about not strating with 3 settlers, but I will go with the flow.
Monarch - OK.
Normal map - whatever. Wewt is fine too. All the mods - OK. Although to be honest - I will need a better explanation of how those hidden UU (jag warrior to cossack thing works).

I propose this general rule: Only in-game diplomatic transactions
This means in particular:
- No diplomacy at all before meeting in-game. Includes no hints like "I'm in the upper right quarter of the map, go look for me there."
- No secret contact trading. Meaning, it is not allowed to say "Player X is to my southeast, look for him there". Contact trading (or gifting) after Writing is ok.
- No minimap trading whatsoever. We can trade TMs and WMs in-game.
- No hidden alliances. Alliances have to be formed by building embassies and allying in-game, visible for all. Meaning: Parties can plan attacks together, but as soon as war broke out, the alliance has to be published.
All this needs some fair play from everyone, but I think no need to worry about this.
