OK - here goes.
My country picks are T - F - E - I - G - A - R
My email is groucho_poly at hotmail dot com
I've got no clue as to the effect of the Fleet Rome variant. But in the spirit of Diplomacy my vote is available to whomever can convince me of the merit of their position.

Ok, I'm not familiar with Fleet Rome but sounds like internal affairs to me(Italy) and as a sovereing country we won't tolerate any other state to dictate about our fleet positions. So our answer to what ever that variant is, NO.
As for the order preferences. It's all the same for me since I don't know what would be the optimum order for my people.
I'm not taking this too seriously, am I?

Ok, I checked what the fleet-o-rome is and after having a strategic meeting with my senior officers we decided to go for it. So..
Fleet of Rome? Yes

Italy's big problem is it's surrounded by other powers and has little room to expand.
BTW people. Submite your prefrences that way EiF can match players with countries and then we can start the negotiating.

Fleet Rome Usually means Austria takes over Italy early in the game. One army just isn't enough to keep the Hun out.

My only problem with Standard Diplomacy is Italy only having one fleet, which makes the Italian player have to attack Austria at some stage and only allows Italy one easy build in the first year (Greece/Tunis). The lack of a second fleet means Italy usually loses control of the Ionian Sea to claim Tunis and therefore loses its grip in the Mediterranean.
The lack of a second fleet means Italy can only claim one of Tunis or Greece in the first year and would have to attack Austria for a second build with Trieste. This makes Italian openings very boring and predictable. Austria rarely trusts Italy and an Austro-Italian alliance against Turkey is quite hard to pull off with Italy’s fleet usually stuck in Tunis and Austria’s fleet stuck in some horrible dead end. This leaves Italy in a stalemate with Austria and with Mediterranean a stalemate with Turkey. No wonder Italy hardly ever wins.

Alright - I've listened to your reasoned arguments and I've decided to ... abstain from the Fleet Rome vote.
With that kind of decisive action, you guys have no hope!

Fleet Rome sucks. Austria can easily take Trieste unless Italy makes one set of moves, which does not at all guarantee Tunis OR Greece.

If you want a variant on Italy, go with Milan/Fleet Rome combo. That's a sound one if you don't want predictable Italian openings...but it does make both Italy and Austria MUCH stronger...

To build new armies you have to occupy/own new supply centers at the end of the fall move then during the winter build phase you get to build new units in your open home centers.
