Yup! That's what it is! You're the colonel of a CSA regiment trying to muster up troops for a your home-raised regiment. You have to keep your men both from fighting each other and try to gather enough disipline to fight the Yanks. Good luck Colonel Leo!

Upon magnification is does look like a rifle with a strap and a pistol in the left hand. The color of the uniform is grey with a butternut belt. In tying back to the earlier Underground Railroad guess, this unit could be a fugitive catcher, only after the Confederates have declared (or won) their independence?

Note: clothing on the unit was drawn from a book of how citizens of the United States looked from 1800-present. Another hint there.
