Borrowing Money
In Diplomacy, there is the option of borrowing money from another civ. I've tried this several times, but the opposing leaders all found a silly excuse not to fill my treasury with their gold.

Does it ever work? If yes, under what circumstances?

You can't borrow money. You can demand money, but this is considered a threat and depending on relations, relative sizes and the personality of the AI you're "requesting" from, they'll give in, dismiss you, or declare war. It will lower their respect for you and they have a long memory.

You can ask for a loan. Interest rates can be pretty high, but if you are in the midst of anarchy with a negative cash flow (and little cash), it does come in handy. Much better than losing a city improvement every turn. I believe that is the only "legit" use for a loan, extortion not included.

I think you only lose one improvement (from ONE city) each turn if you are in the red. (It's been awhile, and I wasn't clear in the first place).

Someone created a thread on this earlier and the result IIRC was that no one had actually received a loan from the AI. Is there anyone who has been succesful at getting credit?

I'm pretty sure that I actually did get the loan; and no, I do not remember the specifics. I do remember having to try multiple civs to get the cash, though.
