Cityless Civs
Does anyone know if you can make a cityless civilization? I'm currently making a scenario where one civilization represents the "defense forces" of a long dead empire (so the story goes) and I don't want them to have any cities. Can a civilization have no cities?

Not unless you make them barbarians. In the World War Two: Pacific scenario (found at the Civ Scenario Collection) the creator had a civ called Nature, which he needed to make Coral Reefs. He made the capital way in the corner surrounde by ocean, but also had a ring around it so that transports can't make it to the city. He also had this part unexplored, but that may not be necessary. If you have room for that in some unused area it's a possible way to go.

I think there is a way to do this. If I recall right.

Finish laying out all the other civs and there units.

Then edit the settler unit and make it a non-settler, no move rate and a high defense. If this unit is destroyed then the whole civ is destroyed.
However, by doing this you prevent the civ from founding any cities and the original unit is not removed.

I think this worked once before in a scenario I wrote a long time ago. Try it out and see if it works.

Plus if the cityless civ takes over a city and subsequently loses it, they'll be destroyed. I think it's possible for the unit left on the board to be a non-settler, but I'm not sure.

its possible to have a cityless civilization. It took awhile but i found the scenario that has a ghost city. That scenario is Rise of ROme by Allard H.S. Höfelt. Its available at CSC on Apolyton.net
(Civilization Scenario Collection). Its a bug in Civ2. Just capture Carthage using Rome and the city will be destroyed. Its still there though. says Carthage in Grey. To get to the city, open Advisors at the top of the screen. select city status and double click on Carthage. You can play with the city. I deleted all other Roman cities and played like this as the Romans. It didn't crash. So try it out and copy the event to do the same to your scenario and you can have a cityless civ as Carthage can't be taken by other players.
