Ougghh. I disagree with you, JB. I'd always though ICS to be equal to 'not stop building cities '. But if that is your definition of ICS, I didn't do ICS in this game
BTW, do you remember that Spanish Pride game with Waku as porgutal where he did that crazy building of cities in a few squares?
