Ok. Thanks gerryandersson.
I am making the scenario more accurate and making the scenario harder by increasing the number of rebels. Also, it makes war more expensive.
I am thinking of making civillians a weak partisan unit to reflect the reality that often terrorists and soldiers hide in crowds of civillians i.e. Somalia, Israel, and Iraq. Then, however, if they are attacked, the attacking nation loses money, i.e. boycott or sanctions.

No, no, no.
This formula is incomplete.
UNITKILLED

CHANGEMONEY
receiver=Triggerattacker
amount=x(or - x)
add the above lines. Otherwise you'll either have to create a seperate event for each civ(receiver=Yankees, receiver=Soviets etc, etc)

Remember of the bug (which CNWO exploits to force "joint" peacekeeping missions) because any given triggerattacker works only (and always apply thereafter) to the first one to trigger it.. IIRC it isn't possible to add new events to the scn, since it's event space is already maxed out cause of these (it has the different event file to have civ-specific evnt work proprly.)
GO INDIA !!!! ;p

After testing I have discovered that jeibel was correct. However I was able to add new events with the in-game editor.

I did understand.
I am debating, should I have more rebels, or penalties for attacking civillians?

Definitely more rebels. They should pose a serious challenge for the minor civs.

Yes, but the civillians have previously caused me to lose more than half of my gold, I was at 33570, in one turn during an offensive against China.

Did anyone check with the author of the scenario if he'd like someone to edit his work?
I think Andrew Livings is still around.
Just a thought...

I tried to contact Andrew Livings, however, his email, or mine I'm not sure, didn't work and so, I decided to just start, and hope that he would allow me to.

I don't do PM, ever. There is a problem with my Hotmail account, atm.
There is a very specific section of the readme.txt file (it's under "copyright") that explains what you can/can't and should do when suggesting updates. I suggest you read it.

The FW event space is well and truly maxed out. There is plenty of room for MGE though. But I don't think there was very much after the multiplayer events were added.
E-mail me at aplivings@btinternet.com and we'll discuss it. Make sure you include "Civ2" in the subject or there's a good chance i'll delete it unseen (too much spam and crappy filters).

I really enjoyed CNWO Andrew, IMHO it doesn't need much improvement.
Something I would like to see if a remake is on the cards is the eradication of Al-Queda playing a prominent role, and if possible, the 2nd Intifada. If space is needed, the terrorist event in Northern Ireland could be taken out; in the grand scheme of things, Al-Queda are far more important (especially since attacks have quietened down in the North recently).

Yes. I agree. Ireland is not as much of a hot spot, and the War on Terrorism could be more important. North Ireland was more of an annoyance than anything, and some of the Allied countries are very affected by terrorism, so I will probably change that.
P.S. Panda, I emailed you. You should have recieved it.

I still haven't received any e-mail, POTUS, so the problem may be with your account?
How to put this politely...I must insist on the sole right to edit my work, which means that you may not publish any improvement of, or work closely derived from, CNWO.
If you have any suggestions you'd like to see in an update, then tell me. I'm currently working on an graphics update (and one slight amendment to the rules) so I might include these.
Be aware that CNWO is more or less a finished work. And please remember that it starts in 1992 and not 2003, so contemporary concerns were different. In rewritng for version 3.0 my main concerns were of a technical nature in trying to modify AI behaviour, rather than focus on minutiae.
Have a look at these, which discuss these issues:
http://apolyton.net/forums/showthrea...threadid=10377
http://apolyton.net/forums/showthrea...threadid=10259
http://apolyton.net/forums/showthrea...threadid=21249
oh, and:
http://apolyton.net/forums/showthrea...threadid=10382
Now, the issue with the Intifada could easily be solved by a single event that creates the rogue unit and forces aggression between the Allies and Rogue, ending their "invisible and unbreakable" alliance (that was their for gameplay purposes). I'd be up for that (but this may be non-FW users since the event space really is full). I'm also aware that the Phillipines should thus also have their event reinstated.
While many events dealing with civil wars and terrorist activities may seem obsolete now, replaced by new concerns, the new in no way makes the old less relevant. The concerns of making the "War on Terrorism" more relevant is actually asking for an entirely new scenario. If you want to do that, be my guest. If you want to help me improve CNWO for what it actually is, I welcome all comments (really a study of global strife between 1992 and 2002).
If you want to see the scope of CNWO expanded so there is more activity then I'd welcome your collaboration on a Test of Time version which never got past the drawing board.
Other than that I have no objection to you, or anybody else, making changes in structure/graphics/events for your own use, you just can't distribute them. I don't think any other designer would have a problem with that, but would take objection to unauthorised edits and plagarism.

The modified rules and events for your PBEM game are acceptable within those guidelines because that's your game and you can do what the hell you want. You didn't advertise the fact and didn't post it as a full-blown update.
I am serious about offering a collaborative effort for TOT, and I promise full credit to you for your suggestions towards a future update. Work with me.
I am looking for suggestions for PBEM modifications, not having received much feedback and never having played PBEM. I'm listening...

@Curt, TOT Gold ain't never gonna happen if it's just me working on it. Too many other projects.
Incidently I have pinched lots of your lovely graphics for an update (actually a re-write) of my Global WW2 scenario (original published 1999). Full credit, as always...hope you don't mind.
Actually, for those interested I do have this page which is going on my soon-to-be-but-never-quite-completed civ2 section on my website:
http://www.aplivings.btinternet.co.uk/civ2/scen.html
Please note that the links won't work yet until I kick my Diablo2 addiction and sort the bugger out.
edit: updated link
Download links work, after adding a mirror site, but please don't tell BT . Just waiting for new infantry units before posting the updated crises1.zip and TOT conversion.

@Panda:
I am more than happy to let you use any of my stuff.
If you are serious about getting a team together for a COTNWO ToT version, I think a thread and a call for contributors would be good.
New units, sounds and almost unlimited events would be most amazing, methinks!
I would of course, be happy to help in any capacity you see fit.
I am sure Mr Potus would also be up for assisting you. ( I assume)
PS
A new WW2 Global from yourself will be a welcome development, can't wait!
